Soil Stairs

To call them stairs is probably way too optimistic. 

It's simply a stairs-shape heap allowing you to go over uneven terrain.

You can build them either from the menu but you need a soil resource for them. Or you can click at a ground and in the right panel hit the Dig Stairs button.

When you don't need them anymore, you can simply destroy them like all the other buildings and use the soil for something else.
